Project Coordinator for Skills Development Project (SDP)

1. Introduction

The National Council for Higher Education (NCHE) is coordinating a Government of Malaŵi Skills Development Project (SDP) with support from the World Bank. The SDP is implemented in selected public institutions: University of Malaŵi (Chancellor College and the Polytechnic), Lilongwe University of Agriculture and Natural Resources, Mzuzu University and the Technical, Entrepreneurial, Vocational Education and Training Authority (TEVETA). The project aims at developing the skills needed for improving employment outcomes and increasing productivity among youth and underserved populations by increasing access, enhancing market relevance and increasing the results orientation of the participating institutions. Additionally, the project aims to strengthen capacities of the Ministry of Education, Science and Technology (MoEST), the National Council for Higher Education (NCHE), the Technical Entrepreneurial, Vocational Education and Training Authority (TEVETA) and participating institutions for policy development, programme planning and implementation.

The SDP comprises of two components:

Component 1 is governed by a Technical Committee which is chaired by NCHE and a Steering Committee which is chaired by the Ministry of Finance (Secretary to the Treasury) and;

Component 2 is implemented by NCHE and comprises of providing the Technical Assistance under SDP.

Therefore, the National Council for Higher Education (NCHE) invites applications from suitably qualified candidates to fill the post of Project Coordinator.

2. Responsibilities

Under the direct supervision of the Chief Executive Officer (CEO) of National Council for Higher Education, the Project Coordinator for the Malaŵi Skills Development Project (hereinafter referred to as the Project Coordinator) shall be the focal point at NCHE for all issues and activities related to the Skills Development Project and shall be responsible for:

  • The preparation of monthly, quarterly, semi-annual and annual project status reports as well as other project related documents as needed by the Ministry of Education, Science and Technology (MoEST), the Ministry of Finance, Economic Planning and Development (MoFEPD) and the World Bank consistent with the Project Implementation Manual, World Bank guidelines and other project instruments;
  • Maintenance of functional liaison with participating institutions as well as the Ministry of Education, Science and Technology (MoEST) including ensuring timely reporting by all institutions and Government departments involved in the implementation of the project;
  • Coordination of all the project activities, including missions, bi-weekly meetings and monthly meetings with participating institutions;
  • Preparation of project missions in consultation with the World Bank and the MoFEPD;
  • Overall coordination of the Monitoring and Evaluation (M&E) system of the project and ensure that M&E Specialists of participating institutions and NCHE to carry out the work on reporting of project results framework and data collection;
  • Ensuring timely update of the project results framework and execution of third party validations in consultation with the M&E Specialist;
  • Ensuring effective coordination of the implementation of activities of Component 2 of the project in consultation with NCHE management;
  • Monitoring the implementation progress and provision of updated status of the various project activities by closely working with financial management, procurement, M&E and safeguards functions of the project;
  • Seeking necessary World Bank clearances for all project activities that require clearances prior to execution of the project activities;
  • Ensuring that all participating institutions comply with environmental and social safeguards guidelines/ frameworks;
  • Raising issues and/or emerging risks to quality and timely project implementation for redress by the responsible parties;
  • Proactively identifying and presenting issues affecting project progress based on the respective beneficiary institutions’ improvement plans for timely resolution in consultation with the NCHE management and the World Bank;
  • In collaboration with project stakeholders, identifying capacity building needs in participating institutions and NCHE and preparing capacity building activities to meet those needs;
  • Playing a Secretariat role for the Steering and Technical Committees of the project;
  • Managing the project budget including identification of any budget shortfalls, where applicable;
  • Promotion of the dissemination of the project to stakeholders, policy makers and the general public through media outreach relying on and enabling relevant communication staff in participating institutions and NCHE;
  • Ensuring regular update of the project website in collaboration with responsible officers especially ICT staff;
  • Ensuring capture of all emerging issues and recommendations from the SDP supported technical studies commissioned by NCHE for policy reforms and articulating them to the responsible NCHE directorates for systems strengthening;
  • Ensuring functionality of the established quality assurance mechanisms for the technical studies including documentation of guidance provided for follow up with the consultants in consultation with the respective assigned/responsible contract managers;
  • Any other tasks based on project needs and upon agreement between NCHE and the World Bank.

 

3. Deliverables

  • Annual work plans and budgets;
  • Monthly, quarterly and annual reports of the project;
  • Functional project website;
  • Bi-weekly project status update reports;
  • Meeting minutes;
  • Updated Project Implementation Manual, if needed;
  • Any other project related documents as needed;
  • Any others outputs on the project based on business needs and upon agreement between NCHE and the World Bank.

 4. Reporting and work arrangement

  • Project Coordinator will report directly to Chief Executive Officer (CEO) of NCHE;
  • Project Coordinator mainly works at NCHE office, and travels to the regions when and as needed. NCHE will provide necessary office space and equipment (i.e. computer, furniture, telephone etc.) for the Project Coordinator to implement tasks;
  • In case Project Coordinator is out of office (i.e. annual leave), Project Coordinator will designate staff during his/ her absence in consultation with and approval of the CEO of NCHE.

 4. Duration

Project Coordinator is expected to work full time for the Skills Development Project. The contract duration is initially two years, with the possibility of an extension for another two years or the project period (whichever comes first) based on satisfactory performance.

 5. Personal specifications

  • At least a Master’s degree or equivalent qualification in economics, project management, life sciences or administration. Other Master’s level applicants with demonstrable experience in managing complex projects may also be considered;
  • At least 5 years’ experience in a similar assignment such as project coordination/ management is essential;
  • Familiarity with Malaŵi higher education and/or capacity development is essential;
  • Experience with donor funded projects is essential while experience with World Bank is a distinct advantage;
  • Proactive problem solver, self-starter and results-oriented;
  • Strong communication and analytical skills;
  • Good report writing and oral communication and presentation skills are essential; and
  • Good information and communication technology skills including familiarity with Microsoft Word, PowerPoint and Excel.
